Minutes of Jordanhill Community Council

held on Monday 1 June 2009 in Jordanhill Church Hall.

1          Adoption of previous minutes.

Approval of the minutes of 11 May 2009 was proposed by Robert Mellish  and seconded by David Brown.

 

2          POLICE REPORT

Constables Bennet and Bannatyne attended and gave some crime statistics.   As previously these figures did not relate solely to our area.

 

3          HOUSEHOLDERS PERMITTED DEVELOPMENT RIGHTS (HPDR)

3.1       SM confirmed he had prepared a 5 page report on the unsatisfactory mess the Directorate had made of notifying community councils throughout Scotland of the change to e-communication.  The report also dealt with the lack of opportunity for the public to comment on the HPDR consultation document.      The content of the report was approved by the Chairman.

3.2       The report concluded with a demand that the consultation document be reissued with a suitable period for public comment.

3.3       On 17 May the report was e-mailed to a senior official in the Scottish Government who had been identified by the Resource Centre as being closely involved in the whole matter.

3.4       Copies were also e-mailed to Bill Butler, Bill Aitken and the Resource Centre.

3.5       SM also reported difficulties and dissatisfaction in seeking assistance from Sandra White MSP on this subject.

 

4          ASCC MEMBERSHIP AND INSURANCE

4.1       Since there had been no written acknowledgement from the ASCC following our application submitted on 10 April, SM sent a further e-mail on 5 June asking for the matter to be dealt with promptly.

4.2       The National Treasurer of ASCC (a voluntary position) replied by e-mail offering no promise of an early receipt of membership documents or insurance cover note.

4.3       Members were unhappy with this situation and agreed that SM should continue to press for a proper response.

 

5          GARTNAVEL HOSPITAL GATE

5.1       SM read extracts from the minutes of a meeting of the Partick West Area Committee held on 28 May.

5.2       Land Services appears to be pressing harder for the west gate to be closed and the report contains the following understatement “The closure of the west gate to all but blue light traffic would be likely to have a positive effect on the Crow Road / Whittingehame Drive junction by reducing the amount of traffic turning right”

5.3       It appears the Hospital Board now proposes to retain the mental health units meantime and this will have a knock-on affect on the redevelopment of the site for housing.

 

6          NOTICE BOARDS

6.1       SM e-mailed Jordanhill School seeking approval for the erection of a JCC notice board on the railings outside the school.

6.2       The school replied confirming it would not be agreeable on the grounds of possible vandalism, and pointing out that their own boards are often affected.

6.3       Following discussion it was agreed that a final newsletter be distributed in the autumn drawing attention to our website.

 

7          Application for a House in Multiple Occupancy (HMO)

7.1       JCC received formal notification of an application in respect of 27 King Edward Road.      The house is owned by a property company.  Having received no contact from any local residents no action was taken initially.

7.2       A few days before the closing date for objections, a local resident contacted JCC expressing concern that the grant of permission would set a bad precedent in the area.

7.3       On the final available date for objections, JCC was informed that a petition had been circulated at the eleventh hour and had been signed by 60 nearby residents (except the immediate neighbour to the house in question),       The petition had been delivered by hand to the City Council on time.

7.4       It appears that there is a statutory 21 day period of objection, calculated from (and including ) the date on which the application is handed to the City Council.   The closing date was calculated by GCC to be Sunday 31 May, but since the City Council is closed on Sunday, we learned that the latest effective date had to be 2 days earlier, on 29th May.   All objections received after the stated date are classified a “late” and these objectors would have to attend the committee hearing in person to explain why they were late.

7.5       Councillor Colleran telephoned SM immediately prior to this meeting to submit her apologies and SM raised the matter of the objection period, and statutory notification to community councils and the “late” category..     She undertook to deal with these matters and it was agreed that SM would send her a full report on the problem.

7.6       Members agreed to support the objectors and approved of the intervention by Councillor Colleran.   SM will forward a report as agreed.

9          AOCB

9.1       Following a long delay and many reminders, the damaged gullies outside the Church have now been replaced.

9.2       Graffiti in Munro Lane was removed the day following it being reported by SM.

9.3       There has been no news from Strathclyde University regarding developments at the College Campus.
