Minutes of Jordanhill Community Council

held on Monday 11 May 2009 in Jordanhill Church Hall.

1          Adoption of previous minutes.

Approval of the minutes of 6 April 2009 was proposed by David Brown  and seconded by Eileen Duke..

 

2          POLICE REPORT

No officers attended and no report was received.

 

3          HOUSEHOLDERS PERMITTED DEVELOPMENT RIGHTS (HPDR)

3.1       Bill Butler forwarded further correspondence he had received from John Swinney regarding the notification process for e-communications.       Mr Swinney stated that “repeated communications” had been sent to community councils and he enclosed copy letters as proof.  There were only three letters dated 11 and 31 October 2007 and March 2008.

3.2       We did not receive the letters of October 2007 and the March 2008 came as an enclosure from the CCRC.       The CCRC covering letter merely recommended we note the web address of the government officials.     There was no suggestion that registration was absolutely vital.

3.3       SM has researched this matter further, has spoken to a senior government official and is currently drafting a response which will be cleared with the Chairman before being sent.

3.4       SM reported that he had e-mailed Sandra White on 2 April seeking her support, but despite a reminder e-mail on 29 April and a subsequent phone call with her office staff, she did not respond.

 

4          ASCC MEMBERSHIP AND INSURANCE

4.1       As arranged last meeting SM sent off a membership form and application for ASCC insurance on 10 April together with the appropriate cheque.

4.2       Having heard nothing by 28 April, SM contacted the ASCC and he has now received an e-mail confirming that our applications will be dealt with when their office re-organisation is completed,  and confirming that our insurance cover is in place..

 

5          GARTNAVEL HOSPITAL GATE

5.1       SM read extracts from a report by GCC LES regarding negotiations relating to the hospital gate.     LES claim they have no powers to do anything and the hospital authorities appear to be dragging their feet in implementing their promised closure of the gate.

5.2       SM submitted a written report to Councillors Colleran and Mason to raise at their next Partick West Area Committee meeting.   It pointed out possible solutions and pressed for closure on the grounds that Jordanhill was suffering from rat-running traffic caused by drivers trying to avoid the bottleneck on Crow Road caused by queues of traffic waiting to right turn into Whittingehame Drive.

5.3       SM had also written directly to LES complaining about the right turning traffic and a response has been received confirming that some action now appears to be in hand.

6.1       Eileen Duke suggested that a notice board be erected somewhere within the area.   This matter has been discussed many times in past years but rejected on the basis that there is no suitable central site.   However it was felt that some action should be taken now.

6.2       Possible sites included the garden of Jordanhill Church, the frontage of Jordanhill School, Woodend Bowling and Tennis Club and the kick-about pitch in Westland Drive.

6.3       It was agreed that SM should write to seek permission for the erection of a notice board..

6.4       R Mellish suggested contacting every household for their e-mail address so that information could be sent out at intervals, but members did not favour this method and were doubtful if many residents would feel happy about supplying such information.

8          AOCB

8.1       SM  had received a complaint from a resident in the “Dip” on Southbrae Drive regarding lack of TV signal due to the new Scotstoun Stadium building.     Referred to Councillor Colleran.

8.2       SM complained to LES regarding state of Chamberlain Road and Seggielea Road.  It was also noted that LES propose to resurface all of Whittingehame Drive despite shortage of funds.   SM has emailed our councillors suggesting there are many more deserving roads requiring urgent attention.
