minutes.
Approval of the minutes
of 5 January 2009 was proposed by Jean Brown
and seconded by David Brown..
2 Police Report
2.1 The officers produced local crime figures
for February showing 31 crimes and a quoted detection rate of 33%. Unlike previous reports, there were no
figures for the individual rates of detection in any category. assault 2, housebreaking 2, theft 5, vandalism 11, road traffic 4, vehicle
crime (theft) 6, drugs offences
1.
2.2 The officers confirmed that one was from
the team of community officers designated to serve the ward but the other was
from a city response team.
3 College update
3.1 Dr Nelson, a researcher from SU had been
in contact with SM regarding a study called “Smart Move?” and requested a
meeting with members. No suitable
date could be arranged between the monthly meetings so it was agreed that Dr
Nelson and a colleague would attend this evening. No one appeared.
4 Householders
Permitted Development Rights. (HPDR)
4.1 SM had been in further contact with Bill
Butler who had received a reply from Stewart Stevenson MSP confirming that
all communication between the Scottish Government and community councils is by
e-mail. Mr Butler then submitted two
further written questions (a) could the
closing date be moved back by two months and (b) how many community councils
throughout Scotland have enrolled for e-mail “paperless” communication.
4.2 Bill Aitken sent a letter with enclosure
confirming the Government’s determination to communicate only by e-mail.
4.3 SM had contacted the planning specialist
within the ASCC who had only just seen the document, despite being in regular
contact with planning officers in the Scottish Government department. This confirms the lack of appropriate
distribution of the consultation.
4.4 SM had contacted Planning Aid in
Edinburgh and the planning expert there agreed with our views that the document
goes too far in permitting uncontrolled development.
4.5 SM had persuaded CCRC officials to
include this topic in the formal seminar for all community councils on 14
March. and a speaker from the Planning Department will attend.
4.6 It was agreed that SM should submit a
formal objection to the whole concept.

6 AOCB
6.1. Roads maintenance was again
discussed. The sunken manhole in
Helensburgh Drive was repaired after 9 weeks. Two missing gulley covers outside Jordanhill Church have been reported to LES on several occasions
in the last 3 months. SM has finally
obtained an assurance from an official that new gulley pots will be installed
after 1 April when finance becomes available.
6.2 The possibility of Jordanhill becoming a
conservation area was raised. SM reported
on a previous investigation many years ago and it was agreed that SM should (a)
obtain a brief summary of pros and cons from planning officials and (b) contact
Scotstoun Community Council to obtain their views on their recent adoption of
such a scheme.
6.3 Following discussion of a report on
Gartnavel Hospital parking and access problems, it was agreed that SM should
write to LES demanding the closure of the hospital “back gate” since the
congestion on Crow Road by vehicles using this gate results in traffic seeking
rat runs through Jordanhill.
6.4 Following discussion on Victoria Park, it
was agreed that Councillor McLean would investigate the proposed use of the
blaes former football pitches. In
particular to find out about parking proposals for the new enlarged stand at
Scotstoun Stadium.
6.6 Robert Mellish proposes to investigate
the traffic count analysis for the junction of Westland Drive and Danes Drive.
