Minutes of Jordanhill Community Council

held on Monday 6 April 2009 in Jordanhill Church Hall.

1          Adoption of previous minutes.

Approval of the minutes of 2 March 2009 was proposed by Jean Brown  and seconded by Mary Wilson..

 

2          Police Report

2.1       SM, in consultation with the Chairman, has sent a further letter to the Chief Constable regarding community policing following the publication of an article on that subject in the Milngavie local paper during March.    A reply had been received from Supt, Donaldson of Partick who had offered to attend a future meeting of JCC if members so wished.

2.2       Sergeant Johnston had been asked to attend and answer any queries about the Force’s current  policy of providing a large team of “community” officers for the whole division.

2.3       The officers produced crime figures for March, but following close questioning, it was noted that these figures relate to north Jordanhill and all Claythorn, but completely omit south Jordanhill.   They are not therefore directly related to our own area. However the statistics are:  43 crimes and a quoted detection rate of 29%.    As last month, there were no figures for the individual rates of detection in any category.   Assault 3, thefts including housebreaking 8,  disorder including vandalism 17,  road traffic 3,  vehicle crime (theft etc. 12,   drugs offences nil.   

 

3          SU RESEARCH

3.1       Dr Nelson and Ms Symonds, researchers from SU attended the meeting.   Dr Nelson had been in contact with SM regarding a study called “Smart Move?” and requested a meeting with members in order to obtain views on the effects which the move by the college will have on local people.

3.2       Two main concerns emerged.       The retention of the playing fields as green space has long been a principal aim and there is a general understanding that Jordanhill School has entered into some agreement with SU to maintain the fields.     The second concern relates to the possibility of the whole site being abandoned before any developer has bought it with the consequent possibility of it becoming an eyesore and a magnet for vandals.

3.3       The comments were taped and members took part in a lively discussion.

3.4       This research is not carried out on behalf of SU but is a project devised by staff and funded form other sources.

 

4          HOUSEHOLDERS PERMITTED DEVELOPMENT RIGHTS (HPDR)

4.1       SM attended a seminar on 14 March which included this topic.    A very senior planning official gave the City Council’s view on the scheme which was certainly not supportive.      He raised many valid concerns which we share.

4.2       In consultation with the Chairman,  SM submitted a formal rejection of the scheme in its entirety.

4.3       Bill Butler wrote to JCC enclosing details about the level of uptake of electronic communication which was suggested by the Scottish Government last March.   It appears that by 1 February, only 70 out of 1250 community councils throughout Scotland had registered (only 4 out of 72 in Glasgow). 

4.4.      Bill Butler later sent a copy reply from John Swinney refusing to extend the consultation period despite the very small number of Community Councils having been informed.

4.5       Broomhill Community had contacted SM and requested him to address their members on HPDR at their monthly meeting on 1 April.    

4.6       Members agreed to SM’s proposal to contact Sandra White MSP to seek her support in ensuring the scheme is voted down when it comes before parliament.

4.7       SM was contacted by a reporter from the “Extra” and an article appeared on the front page of the edition of 19 March.    It transpires that Jordanhill is excluded from the free distribution of this newspaper due to continuing difficulties in employing local delivery staff.

6          AOCB

6.1       R Mellish produced a form from the bank regarding change of signatories.  Members agreed that the Chairman Ian Anderson, Secretary Stuart McLean and Treasurer Robert Mellish should be the 3 nominated signatories.      

6.2       It was agreed that SM should arrange for JCC to join the ASCC and to take out their insurance.      The treasurer supplied a cheque to cover the membership cost of £15 and annual premium of £52

6.3       The possibility of providing a JCC notice board within our area was raised, but discussion was left for the next meeting.

The next meeting will be on Monday 11 May 2009 in Jordanhill Church Hall at 7.15 p.m.  (Monday 4 May is the May Bank Holiday)
