1 ELECTION OF MEMBERS (at 7.30 p.m.)
As required by GCC, all
members of the previous JCC were required to resign and nominations were
formally submitted for this new JCC.
9 applicants had applied and Ms Smith from GCC attended the start of the
meeting to confirm their acceptance.
Jack Gaw had failed to submit an application, so he was formally
co-opted. This results in a new
membership of 10 members with 4 vacancies.
Members were surprised to
learn that GCC had arranged for lists of the successful applicants (containing
names and addresses) to be posted in local shop windows. Members asked SM to raise their concerns
with GCC.
2 ELECTION OF OFFICE BEARERS
Since all members are
newly elected, they agreed to ask Councillor Colleran to take the chair briefly
in order to call for nominations for chairman. Ian Anderson, who had been chair in the previous JCC, was
proposed by SM and seconded by Jean Brown.
There being no other nominations he was elected and took over the chair
for the remainder of the meeting.
Vice chairman. Jean Brown proposed by Ian Anderson,
seconded by Catherine Benton. Elected
unopposed.
Treasurer. In the absence of nominations from the
floor, SM stated that during a
telephone conversation with Robert Mellish prior to the meeting (tendering his
apologies due to a business commitment) he had indicated his willingness to
stand for office. SM therefore
proposed Robert Mellish, seconded by Jean Brown. Elected unopposed.
Secretary. Stuart McLean proposed by Ian Anderson,
seconded by Mary Wilson. Elected unopposed.
3 Adoption of previous minutes.
Approval of the minutes
of 1 September was proposed by Jean Brown
and seconded by Maria Hope..
4 Police Report (given at 7.15 prior to
the start of the main meeting)
Due to recent changes in
the Community Policing Department, there were no crime statistics
available. It was confirmed that
our area would no longer have a dedicated local officer, but would share 12
community officers within the ward.

5 ASSOCIATION OF SCOTTISH COMMUNITY
COUNCILS
SM confirmed he had
attended a meeting in the City Chambers organised by ASCC and he had
subsequently exchanged email correspondence with the ASCC secretary regarding
insurance cover..
At present JCC has a sum
of around £68 deducted from our annual grant in respect of cover under a block
GCC insurance scheme. This scheme
does not cover for libel or slander.
The ASCC insurance policy costs around £56 plus membership fee of £15
(making a total of £71) but provides a more extensive cover.
Discussions are in hand
at the Community Councils Resource Centre on this topic and SM has had telephone
conversations with officers.
Developments are expected soon, so no further action is to be taken by
JCC meantime.
6 BLUE BINS
Members asked about brown
bins and SM agreed to contact officials in GCC. The earlier problems of contacting relevant officials was
again raised and it was agreed that this would be a suitable subject for
inclusion in the “topics agenda” for the West Area Committee.
