Minutes of Jordanhill Community Council

held on Monday 7 September 2009 in Jordanhill Church Hall.

1          Adoption of previous minutes.

With a correction to the date on the last line, approval of the minutes of 1 June 2009 was proposed by Jean Brown  and seconded by Catherine Benton..

 

2          POLICE REPORT

An officer attended briefly and read from a report covering the period 7 August to 7 September but was not prepared to leave this for the record.      There were 25 crimes with 5 detections.   The main problem was bicycle thefts from garages and outhouses.

 

3          HOUSEHOLDERS PERMITTED DEVELOPMENT RIGHTS (HPDR)                                       

3.1       The Chairman and Secretary had attempted to report (a) the unsatisfactory handling of paperless communications and (b) the refusal of an extension of the objection period, to the ombudsman.    This involved letters to successive higher levels of Scottish Departmental staff, but at each stage there was a total refusal to accept any criticism or apologise.     Realising we were making no headway, the matter was dropped.

3.2       We learned in mid August that all the responses to the document are published on the web but ours was not listed, despite an e-mail acknowledgement having been received.   This has now been rectified.

3.3       There is no indication on the progress of the consultation.

 

4          ASCC MEMBERSHIP AND INSURANCE

4.1       Despite having sent our cheque to cover membership and insurance, no receipt or communication was received.       A few weeks later, and following a number of e-mails requesting acknowledgement,   e-mail confirmation was eventually obtained..

4.3       Examination of the list of respondents to the HPDR consultation mentioned above revealed that the ASCC had not submitted any comments.    This is despite the contact made by the Secretary to their planning expert in February, explaining the importance of the proposed changes.

4.4       The Secretary contacted ASCC by e-mail and was told that ASCC does not

concern itself with such trivial matters as domestic / neighbour planning policies.

 

5          GARTNAVEL HOSPITAL GATE.

4.1       SM reported on a meeting he had attended in the City Chambers on 20 August, chaired by Councillor Mason, with representatives from Claythorn, Broomhill and Kelvindale CCs,  Land Services and councillors.

4.2       There is stalemate in attempts to close the west gate and Land Services claim they are unable to take any suitable action.       Recent traffic counts confirm the very heavy usage of this gate.

4.3       Catherine Benton, who is on the Hospital Board stated that the matter had never been discussed at Board level, so it appears the lack of co-operation is coming from hospital officials.       It was suggested that Councillors Clay and McLean look into involving the Board.

 

6          APPLICATION FOR MULTIPLE OCCUPANCY (HMO)

6.1       Following the last meeting, an objection was submitted by JCC, but City officials have responded that late objections may not be considered.      The Secretary challenged this strict adherence to the Act, particularly since only 19 days were allotted by officials instead of the 21 stipulated in the Act.

6.2       Councillor McLean agreed to take this matter up with officials and copies of correspondence will be passed to him.

8          AOCB

8.1       A review of CC boundaries has resulted in Victoria Park being connected to Jordanhill, Broomhill, Scotstoun and Whiteinch CCs.     Previously the park was within Whiteinch CC boundary and JCC was omitted from consultations on matters relating to it, such as Indian Summer.

8.2       Members reported concern over the poor condition of the display beds in Victoria Park.   Councillor Clay reported that only 2 members of staff remain from the previous strength of 10.      The closure of the small bridges at the pond was also unacceptable.   SM to write to Land Services.

8.3       Members of the public asked for speed signs on Southbrae Drive mid-way between Westland Drive and Hallydown Drive.    To be referred to West Area Committee.

8.4       Traffic calming measures on Chamberlain Road were again discussed.  SM to write to Land Services seeking a speed table outside the entrance to Jordanhill School.

8.5       It was agreed that a newsletter be prepared and it will be distributed to all households by pupils of Jordanhill School.   IA and SM to prepare a draft for approval at the next meeting.

 

9          NEXT MEETING.

The next meeting will be on Monday 5 October at 7.15 p.m.
